Heat up a pan with on high heat and add the olive oil.
Salt the sirloin steaks and sear for 3 minutes on each side. Remove from the pan and set aside for at least 10 minutes.
Heat up a small pan on low heat and add the rice. Toast it until it starts to brown. Crush the toasted rice, add the chili, sugar, fish sauce, lemon and mix well.
Cut the steaks into thin slices. Place the cilantro, mint, red onion, scallion in a bowl. Put the steak slices on top and pour over the sauce. Mix well and serve with sticky rice balls or any other side you like.
